What you need:

Step One:
Open up your photo, I'll be using this photo of Ariana Grande.

Step Two:
You're going to make your photo black & White, to make sure it's grainless, follow these steps:
1. Make a blank layer & fill it with black.
2. Change the layer style of the black fill layer to hue.
*Optional: You may mess with your brightness/curves if you think your picture is too dark.
Here's how my photo looks now:

Step Three:
Go to Layer->Merge Visible & then make a copy of your background layer.
Take your first texture & copy & paste it onto your image. Set the mode to lighten & drag the texture around until you like where it's placed.
My photo now looks like this:

Step Four:
Open up the second texture & copy & paste it onto your image. Set the mode to lighten & once again drag the texture around until you like it's placement.
My photo now looks like this:

Step Five:
Layer->Flatten Image & make a copy of your background layer.
Now go to Layer->New Adjusment Layer->Brightness/Contrast & match your settings to mine below:

*Your settings may vary from mine, depending on what looks best on your photo.
Step Six:
Were now going to do some selective coloring. Go to Layer->New Adjusment Layer->Selective Color & match your settings to mine below:

My photo now looks like this:

Step Seven:
Make a blank layer & take the flower brush I provided you & stamp the brush on the blank layer, in white.
I'm going to stamp the brush around Ariana, on the top portion of the photo.
After you've stamped the brush, add a drop shadow (do whatever settings you like) & then set the layer mode to Overlay
Then take your eraser tool & erase any parts of the brush that cover the body/face.
My photo now looks like this:

Step Eight:
Add text/border/etc & you're finished!(:
