Program: Photoshop CS4
Difficulty: Hard (for beginners anyway)
What you need:

You also need a photo & a color scheme.

Step One:
Open up your photo & edit it how you'd like, cut it out, stroke, etc. (I'm not teaching you this part, I'm teaching you the vector.)
Now that you have your photo cut out & ready, make a new Blank Layer & drag it underneath your sitemodel.
This is what I have so far:

Step Two:
On the blank layer stamp your vector brush in one of the colors from your color scheme. Now take the Magic Wand Tool click Anti-Alias, & un-click anything else that is checked & select your vector.

Step Three:
Now take a Round Brush & make the size about 15px. On the same layer you stamped the vector, begin filling in your vector spokes with each color from your scheme (skipping the blue you stamped in, since it's already there. So basically you'll be coloring in 3 of the colors)
This is what I have now:

Step Four:
You can now de-select your vector.
Right click on the layer with the vector & select Blending Options You're now going to Stroke the vector, 1px in white & then add a Pattern Overlay, choose the black & white polka dot pattern & then set the mode to Soft Light & lower the Opacity to your liking. Then hit okay.
Now, to add scanlines to the vector, make a new Blank Layer drag it underneath your vector, then click back on the vector layer, go to Layer->Merge Down.

Step Five:
Right click the vector layer again & this time Stroke the vector with the scanlines I provided you, at 1px. Then you're going to add a Drop Shadow & match your settings to mine below:

This is what I have now:

Step Six:
Make another new Blank Layer & drag it underneath your vector & sitemodel (so the blank layer is at the very bottom)
Now, choose a silver/gray type color, use the round brush from earlier at about 15px & begin coloring in between two of your spokes. I'm going to color the silver in between all the blue-ish colored spokes, all the way around the vector.
This is what I have now:

Then, take your Magic Wand Tool & leave it on the settings I showed you before, & click on the silver/gray area. This selects it all.
Now, you're going to make a new Blank Layer & drag it on top of the silver/gray coloring. Choose white in your color picker & stamp the polka dot brush I provided you with. After you've stamped the brush you may add a drop shadow, or anything else you'd like.
My vector now looks like this:

Step Seven:
Once again, make a new Blank Layer & drag this layer on top of your silver/gray coloring & the white brush, while still keeping it underneath the vector.
Next, to every silver/gray filled in spot, color in with any color (were going to add a gradient, so you won't see the color you use.)
Use your Magic Wand Tool to select the colors you just made, & then on the same layer, drag a gradient across your entire sign. (I'm using a radial gradient.)
I now have this:

After you have added the gradient, Right Click on the layer, go to Blending Options, then you're going to add a Pattern Overlay, using the Zebra pattern I provided & set the Blending Mode to Soft Light.
YOu may now de-select.
Step Eight
Once again, make a new Blank Layer & drag this layer on top of your other layers, while still keeping it underneath the vector.
Were going to repeat step six, again coloring in with silver/gray, this time next to every spot that has the gradient.
Use your Magic Wand Tool to select the spots you just colored in. Make a new Blank Layer & drag it on top of what you just colored in. Now, you may choose any brush you'd like & use your color scheme in order, to stamp the brush. I'm going to use the small star brush & the diamond brush. I'll stamp the star brush every other spot & the diamonds in between. (See below to know what I mean)
Once you've stamped the brush feel free to add a drop shadow or anything else you'd like.
My vector now looks like this:

Step Nine:
For the last spot that needs filled in, choose one of the colors from your color scheme, select with the Magic Wand Tool, Make a new Blank Layer above where you colored in & stamp whatever brush you'd like. I'm going to fill in my spots with the one of the blues & stamp the love brush in white.
My vector now looks like this:

That's it! You're done!
